Choose an animal form. If you have a concept as you make the character, you can build its skills and abilities with your animal form in mind. After all, someone who transforms into a wolf might be able to slink and hide in shadows, but probably isn't the best at blending in with human society.
Decide what kind of Gangrel you want to be. Generally speaking, country Gangrel are in the Camarilla and city Gangrel are in the Sabbat. Your storyteller may make an exception, but you'd better have a pretty good argument on why he should.
Examine your disciplines to decide where to spend your attribute points. Country Gangrel have protean, fortitude and animalism in clan. City Gangrel substitute celerity for fortitude. Either way, that means the character has two physical disciplines. so your first priority should be physical attributes. After that, it's a tossup. Animalism is a social discipline, but as a Gangrel you often end up with bestial social traits, so go with whatever fits the character best.
Write down a little history for your character. Things to include should be when and how she was embraced, who she was before she became a vampire and major personality traits. Think about what she did for fun before she was a vampire and what she does not do. How long has she been a vampire? Does she like the prospect of immortality? Dread it? The more personality you give the character, the more fun it is to play.
Talk to you storyteller about the politics of playing a Gangrel. Just before White Wolf stopped publishing the Vampire: The Masquerade system, the Gangrel left the Camarilla. Is your game set before the schism, after it or as it is developing? These things will play an important role in how your character is treated by other vampires.
