Act exactly as you would in a world where there are no real consequences. Take the most direct route necessary to fulfill your desires without regard to the law or any sense of goodness. If you can't afford an item and there is little chance that you will have enough money for it in the near future, simply steal it. If a thug is causing you problems, kill him and dump his body somewhere.
Commit any action you want to that you feel you can get away with. Consider any action that you couldn't get away with, but that you could potentially silence any witnesses to if they make problems for you.
Obey laws and customs when it works to your advantage or when the risk of doing otherwise would outweigh any benefit. A neutral evil character feels fine about murdering a rival, but he would not commit the deed in a crowded room with town guards nearby.
Avoid physical conflict when it is not in your best interests or when it won't advance your goals. Unlike the more unstable chaotic alignments, your character does not specifically seek out violence or directly want to further the cause of evil.
Show no remorse when you do something truly evil like killing an innocent or torturing someone for information. Although your alignment does not mean that you enjoy such acts, you will at least feel no guilt about them.
Lie, cheat or steal when it suits you, but do not feel compelled to do so when it does not make sense to. Like any other person, your neutral evil character should understand that she will get what she wants from people more often if she is pleasant and truthful. Likewise, you can still have loved ones or close friends you are willing to do things for, but if they ever cross you or get in the way of something you want more, you have no problem double-crossing them.
