Write an outline of everything you want in your game. This can include characters, enemies, storyline, game play, number of levels. The more complete you are in this outline, the easier it will be for you to design and create your game.
Use graph paper to map out each level of your game. Note that Sonic games have multiple paths and platforms and many different heights. Draw where secret locations will be found and mark where enemies will be on patrol.
Design your main character and the enemies he will face. Sonic is known for its hero, so create your own unique protagonist. Use drawing software such as Adobe Illustrator to create different poses to use for character movement and attacks. Do the same with your enemies and don't forget to create end-level boss characters.
Download Platform Studios. This software has been designed to allow users the ability to create 2D games without needing to know any programming language. This software also supports more advanced designers who can alter game code in any way they'd like.
Use Platform Studios to create each level for the game. Follow the design you've created using your graph paper, but don't worry about changing layouts as you go. You can test levels to see which design choices work and which need to be altered.
Create the character and enemy movement and attack patterns by uploading your digital artwork into the Platform Studios software. You'll be able to place enemies as well as layout how your hero will be controlled by players.
Test out your game and add to any areas that you find need additional work. Add background images and change color schemes to make the game standout. Once completed, you can share your game with fellow gamers.
