How to Get Lugia in Gold

Lugia is the hardest Pokémon to find and capture in "Pokémon Gold." He is located on the remote Whirl Islands, which you cannot access without a Pokémon who has the Whirlpool skill. Even though you can access this area relatively early on in the game, Lugia does not appear unless you have found the Silver Wing key item, which you cannot acquire until you have defeated the Elite Four.   Enter the doorway at the base of the waterfall. Lugia is located in this room. Walk into him to start a battle.
