In order to trigger the Arceus event in "Pokemon SoulSilver," you will need to have obtained an Arceus either through a Nintendo event, an Action Replay device or by trading it from "Pokemon Diamond/Pearl/Platinum." Once you have Arceus, you can activate the Arceus event by going to the Ruins of Alph. Cynthia will appear and you will be able to choose one of the three legendary dragon Pokemon: Palkia, Dialgia or Giratina.

Place Arceus in the first position in your party.

Make your way to the Ruins of Alph.

Enter the Sinjoh Ruins. Cynthia, the Dragon trainer, will be in there.

Talk to Cynthia to initiate a short scene. After the scene, you will be allowed to pick one of the three legendary Dragon Pokemon.
