Ho-Oh
Battle the five Kimono Girls in the dance hall of Ecruteak City if you are playing "Pokémon HeartGold." Upon defeat, they will give you a Clear Bell, which you need to summon Ho-Oh before the Elite Four. If you are playing "Pokémon SoulSilver," fly to Pewter City and talk to the old man next to the PokéMart to get the Rainbow Wing, which you need to summon Ho-Oh.
Travel to the Bell Tower located in Ecruteak City. On the bottom floor, a man will check your items to see if you meet the requirements for Ho-Oh to appear.
Follow the path and take the ladders up to the roof of Bell Tower (see Resources). Ho-Oh will be waiting in the center of the platform.
Fight Ho-Oh. Attack him until his health is very low. Use a move that inflicts a status condition, such as Yawn. If Ho-Oh is asleep or frozen, your chance of catching him doubles. Throw Ultra Balls until you've captured Ho-Oh.
Lugia
Battle the five Kimono Girls in the dance hall of Ecruteak City if you are playing "Pokémon SoulSilver." Upon defeat, they will give you a "Tidal Bell," which you need to summon Lugia before the Elite Four. If you are playing "Pokémon HeartGold," fly to Pewter City and talk to the old man next to the PokéMart to get the Silver Wing, which you need to summon Lugia.
Fly to Cianwood City.
Use the Surf move on the water and swim east to the Whirl Islands. When you see a whirlpool, use the Whirlpool move to cross it, and then circle around the island to reach its entrance.
Follow the cave all the way down to the lowest level (see Resources). Lugia will be waiting in the cave.
Fight Lugia. Attack him until his health is very low. Use a move that inflicts a status condition, such as Yawn. If Lugia is asleep or frozen, your chance of catching him doubles. Throw Dusk Balls, which are nearly twice as effective as Ultra Balls in a cave, until you've captured Lugia.
