While there are many great surfing games for various consoles, unfortunately, there isn't a dedicated surfing game specifically for the Nintendo DS.
You might find some skateboarding games or other sports games that feature surfing as a mini-game or mode, but a full-fledged surfing title for the DS doesn't exist.
