"Teenage Mutant Ninja Turtles" has a cheat code available where you can play as Splinter, the Sensei of the four turtles, during story mode. You have to complete a lengthy process just to reach the point where you'll be able to use the cheat code. After you unlock Splinter, you can then use him to complete story mode, after which you'll be rewarded with unlimited shurikens for Leonardo during his time in story mode.

Complete the story mode using all four turtles. This will require you to play through the entire story mode four times.

Go to the main menu. Select "Options," then "Password."

Enter "Michaelangelo, Splinter, Raphael, Leonardo, Splinter." Splinter will now be a playable character available in story mode.
