Disassemble your rifle and secure your barrel in a vise with the top of the sight pointed upward. You should have free access to both sides of the shroud.
Use your cutting tool to cut a slot all the way along the right side of the shroud. The slot should be deep enough to almost contact the barrel. Cut another slot on the left side. Try to cut the slots as deep as possible without damaging the barrel.
Place the chisel on the bottom surface of one of the slots and use your hammer to break off the bottom half. Once the cuts pop open, the shroud will fall off the barrel.
