What Are the Requirements for a Curio & Relic License?

There are 11 types of federal firearms licenses. A Curio &Relics license is a 03 FFL. The Curio &Relic FFL was established under the Gun Control Act of 1968. It permits collectors to acquire firearms that have been designated as curios or relics in interstate or foreign commerce. This means that the holder of a Curio &Relics FFL can have designated firearms delivered directly to them.
  1. Forms and Fees

    • The application for a Curio &Relics FFL is ATF F5310.16 Form 7CR. This can be acquired at local ATF offices or online from the ATF website at atf.gov. One copy of the application must be filled out, signed and returned to ATF. Another copy needs to go to the chief law enforcement officer in the locality in which the premises sought to be licensed are located. You must also submit $30 to ATF with the application. In order to receive curio or relic firearms from an FFL dealer you'll need to provide them with a signed copy of your Curio &Relics FFL.

    Conditions You Must Meet

    • To be approved for a Curio &Relics FFL you must be at least 21 years old, not prohibited from owning firearms or ammunition, not in violation of the Gun Control Act and provide true and accurate information on the application. You must also disclose the location of the premises where you will store your collection. You will also need to verify that your business or collection is not in violation of any local laws, that you will be in compliance with all local regulations within 30 days of receiving your license and that you will not conduct any business until you are in compliance with local laws and regulation. You will also need to have means of secure storage.

    Record Keeping Requirements

    • You must keep a "bound book" of acquisition and disposition records. This only applies to firearms that are curios or relics for your collection. Every time you acquire a C&R firearm you must enter the manufacturer, model, serial number, type and caliber of the firearm. You must also note the date and the name and address of the person or business from whom you purchased the firearm. When you sell a C&R firearm from your collection you must enter the date you sold it, and the name and identification, such as a driver's license number, of the person to whom you sold the firearm.
