New York City
Concealed carry permits issued from authorities outside of New York City are not valid in the city unless they have validation by a separate, city-only application and approval process run by the police department.
County Court
The county court serves as the licensing authority for 55 of the 59 counties. Local law officials conduct the background check. The other jurisdictions have a law enforcement official approve the license.
Expiration Periods
Expiration periods vary at the county level, with some of the having lifetime permits and others only having two or five year renewal periods.
Cause for Issue
Bank or express messengers, retired law enforcement officers, justices of the Supreme Court, New York City judges and correction facility employees may apply for a concealed carry license based upon their occupation. All others must show a "proper cause." The issuer of the license determines if the cause is proper enough.
Requirements
An applicant must be of good moral character and have no felony conviction record or a previous license revoked. He must be mentally capable of safely possessing and using a firearm. There must be no existing reason to deny him a license. Twenty-one is the minimum age.
Application
The applicant can obtain an application the county in which he lives. The form requires identifying information along with a signed statement that he is eligible for the licenses in all respects. A recent passport-style picture must accompany the application, and fingerprints must be taken at the local police station.
Legal Handguns
A legally concealed handgun may not have more than a 10-round magazine.
