Run warm water into the jar of coins with a little detergent. Keep the water running as you stir it slightly with a bottle brush. Allow the water to run over the edge of the jar until it's clean and free of soap residue.
Fill the jar with a mixture of salt and apple cider vinegar. Allow this mixture to sit a minute and agitate it with the bottle brush to clean the pennies in the jar. Once they look clean, proceed to the next step.
Put the jar back in the sink and run water into it to rinse off the vinegar. Continue to run the water for several minutes. Remove all the vinegar and rinse the coins to stop the action of the vinegar.
Pour out the water. The pennies will be clean and need to dry. Lay a towel on the counter and pour the pennies onto it.
Blot the pennies with a second towel to remove additional moisture. Set them in the sun to complete drying. While they're drying, wash out the jar and dry it. You can then put the clean pennies back in the jar.
