Go online and find a tide chart for the beach you plan to search. A couple of resources are NOAA Tides and Currents and Weather.com. The best time to search for sand dollars is during low tide, when the most shallow coastal area is exposed.
Shuffle your feet in the shallow water. Don't stir up too much sand, as this may obscure your view into the water.
Look and also feel for sand dollars that are hiding in the sand. They look fuzzy and have a red or purple hue. Don't look for flat white disks, as those are the remains of sand dollars that have died.
