Download several free storyboard templates from the Internet or draw your own. Begin with a general idea, quote, story, image or other attention-getting motivator. Write the motivator at the top of the storyboard template.
Determine the objectives for the game, or decide what the main idea of the game will be. Decide what, if anything, participants should learn from playing the game. Explain the concept as thoroughly as possible, and enter this information in the storyboard template.
Sketch preliminary characters in the template. Decide what roles the characters will play in the game. Address any difficulties and obstacles the characters might need to overcome. Provide some possible solutions, and write a script if necessary or desired.
Continue to develop ideas, characters, background, props and other objects in each additional storyboard template. Break the game down into different frames to represent different game levels. Use the storyboard frames to further brainstorm ideas.
