Set up your game board. Each player chooses a color and receives infantry pieces based on how many players are participating: three players receive 35 armies each, four players receive 30 armies each, five players receive 25 armies each and six players receive 20 armies each. For two player games, each player selects a color and receives 40 armies, then select a third "neutral" army to receive 40 more armies.
Allow each player to roll a single die. The player with the highest number begins by placing an infantry piece on the territory of their choice. Next, the player to the left of the first player does the same. This continues around the table until all territories are claimed. Once all territories are claimed, players may add additional infantry to their claimed territories until all infantry is placed.
Shuffle the Risk cards and place them face down in a pile.
Starting with the player who placed the first infantry, count the number of territories occupied by that player and divide by three. The player receives armies equivalent to that number to use during their turn.
Award any bonus armies. Bonus armies are earned by owning at least 12 territories, owning a continent or using the Risk cards. A player gets the amount of bonus armies specified on the board for owning a whole continent.
Choose whether or not to attack neighboring territories. Attacks are performed by rolling dice. The attacker must have at least two armies in the attacking territory and receives one die for each, up to three. The defender receives 1 or 2 dice, depending on the number of armies in that territory. The person with the highest die wins the battle. If it is the attacker, they may move the army into the territory; if it is the defender, the attacker loses that army. Ties are always in favor of the defender.
End your turn. Take one Risk card for every captured territory, and fortify any unstable territory by moving your armies from adjacent territories, if desired.
Continue play until one player has captured all 42 territories on the board and eliminated all of their opponents' armies.
