Watch several episodes or clips of Power Rangers to get a feel for the show. You may want to choose a specific season to focus on as each season showcases a different cast of characters and villains.
Choose several characters to be used as game pieces. You may choose to create small pieces that resemble the Rangers, but you can, quite easily, represent each colored ranger with a different solid colored playing pieces that you can get out of many board games, or create with colored clay.
Create an objective for your game pieces. Perhaps the objective is to get to the middle of a spiral game board to rescue a fellow Power Ranger. Perhaps the objective is to travel in a straight line across the board without landing on specific spaces. It's up to you!
Create a game board based on your objective. Use a poster-board, or cover an existing board game base with paper to create a more permanent board that you can reuse easily. Draw your game board out in pencil, then draw over your outline with marker.
Create obstacles to keep your players from winning the game too easily. Perhaps players must answer trivia questions about a specific season of Power Rangers if they land on a specific space. Perhaps if you land on a Villain space you have to go back a specific number of spaces.
Do a trial run of your game to make sure you don't need to create any new rules or change any spaces.
Write out the rules to your game so that everyone can play without you having to explain the objective.
