Preparation
Deal five yellow cards to each player and place the rest face-down on the table. Deal one red answer card to each player. These cards will have "yes," "no," or "depends" on them. Put the rest face-down beside the yellow cards.
Game Play
Starting with the player to the left, players take turns asking a question to any other player from their question cards. The idea is to pick the person you think will answer the question according to the answer card you have in your hand. If he does, you get to get rid of one of your yellow cards.
Players can bluff when answering the questions to try to prevent you from getting rid of a yellow card. When a player answers "Depends," he is required to tell what his answer depends upon.
If you are incorrect and the player's response is not what your answer card says, you discard the question card and pick another one from the deck. Discard and take a new red answer card after every turn.
Used question and answer cards should be placed face-up in piles next to the unused cards to be shuffled and reused if you run out. If you have a yellow question card in your hand that says "Invent a Question of Scruples," you have to make up your own question to get rid of the card or give it to an opponent in a challenge.
Challenges
You can challenge a player if you suspect he is bluffing. If you win the challenge, you give him one of your yellow question cards. If you lose, he gets to give you one. When challenging a player, you are given 20 seconds to convince the rest of the players he is bluffing. That player then has 20 seconds to convince them that he is being truthful.
If a player has only one question card remaining, he must say so immediately. He then cannot challenge or be challenged.
Voting
For a challenge, all players cast their votes at the same time. They vote by holding up one of their Halo cards. A Halo Up card is held up to vote that the challenged player is telling the truth and a Pitchfork Up is used to vote that he is bluffing. If the vote is tied, no cards are exchanged.
Winning
The winner of Scruples is the first player to get rid of all five of his yellow cards.
