World Powers
In Axis and Allies, there are five main world powers: the Soviet Union, Germany, the United Kingdom, Japan and the United States. This is also the order of play.
New Units
The game uses Industrial Production Certificates (IPCs) to purchase units such as infantry, armor, naval forces and air units. These IPCs are determined by the amount of industrial capacity a country has.
Combat
Combat between opposing forces is a main component of the game. A player declares a combat move and attacks enemy-held territory. Both players use the strength of their units along with dice rolls to determine who wins the territory.
Dice Rules
Rolls are conducted with six-sided die. When a number is less than or equal to the unit's value, it scores a hit. The player decides how to distribute his casualties. This process continues until one of the forces is destroyed or the attacker retreats.
Other Movements
After a battle, players perform non-combat action. This includes the movement of reinforcements and landing aircraft. Any of the units purchased with IPCs at the beginning of the turn are now placed on the board.
