The first thing you need before anything else is a printer. In today's world, printers have never been cheaper. You can go to a Best Buy or a Target and pick one up for as little as $30. Additionally, since they oftentimes have a printer cartridge pre-installed, it essentially pays for itself.

Once you have a printer that you know can do what you need to, you need to determine what kind of board that you need to print. Do you want colors or black and white? How big does the board need to be? Thankfully, windows Paint software today comes with some fantastic features to print out pictures that are larger than a single page.

The first way to make a printable board is to sketch one manually. This should only be used for simpler boards, like Go [Baduk], Chess, Ohtello, and Checkers. If you try to go more complex than that, however, there is a different method that should be utilized.

The second way is to find the perfect picture for what you need online. For instance, if you type in "printable chess board" into the Google Image Search, you'll most likely get a perfectly sized chess board to print out. The same can be said for Sorry, Chutes and Ladders, or really any classic game. There are no copyright protections on simple pictures.
