Get both utilities, Water Works and Electric Company, as soon as you can. If you can't seem to land on them before someone else does, offer that person $175 for that utility. Often, they will take it, because they are still making a profit from the sale, and because the utilities tend to be undervalued.
Watch carefully so you know when opponents land on your utilities. Once you own both utilities, you receive 10 times the amount listed on an opponent's die roll. This means you can receive up to $120, if they rolled a 12. Even if you only own one utility, you receive four times the amount listed on an opponent'sr die roll, or up to $48.
Project an air of confidence each time your opponents land on your utilities. Do your best to make it sound as though they are the most valuable properties on the board.
Sell the utilities once all of the properties are sold. By that point in the game, your opponents will have likely paid you several times for landing on your utilities, and you should be able to get at least $500 for them, or perhaps a property that will complete one of your color group monopolies.
