Decide what the theme of your game is. For instance, "Pin the Tail on the Donkey" is straight forward. You take a picture of a donkey with no tail, a pin with a tail on it, and guide a blind folded player into putting the tail onto the donkey. You could use different animals, such as tigers or horses, or you could use people such as Democratic politicians. The theme is wide open, as long as you have an incomplete picture, and you're trying to put the last piece in place with a pin.
Print a large picture of the object that is missing the key element. Glue, staple or pin this picture to a foam core board or a cork board. This will prevent the pin from going through and damaging the wall. Put the picture and the board upright against a wall.
Print a picture of the missing object. Carefully cut out the object and push a pin through the part of the missing piece where it needs to connect to the bigger object. The game pieces, aside from an optional blindfold, are all in place.
Create the rules of the game. Decide if participants will be blindfolded, if they will be spun around, if the audience can talk or offer hints, and how close the item has to be pinned in order for it to be considered a win. Also decide if there will be prizes, if there will be teams and any other rules that might come into play.
