Cut the 2-by-4s into four 3-foot lengths and six 15-inch lengths with a saw.
Cut the plywood into two 3-foot-by-18-inch sheets.
Make a frame. Place two 3-foot boards on a flat surface, parallel to each other.
Place three 15-inch boards crosswise between the 3-foot boards, one at the top and bottom and one in the center.
Screw the 15-inch boards to the 3-foot boards with a screw driver and 1 1/2-inch decking screws. Repeat for the second frame.
Drill two 1/2-inch diameter holes on one long side of a frame, spacing them 8 inches apart. Repeat for the second frame.
Cut two 1-foot pieces of rope with a knife or scissors.
Make rope handles. Pass one end of the rope through a hole, from the outside to the inside of the frame, and tie a knot on the end the rope. Repeat with the other end of the rope, then repeat with the second piece of rope and the second frame.
Use a framing square to draw a line across each plywood sheet at 8 inches, 18 inches and 28 inches. You will be drawing lines across the 18-inch width.
Mark the center of each line by measuring 9 inches from either direction and drawing a small X with a pencil.
Draw a 3-inch diameter circle at the center of each line, with the X in the middle of the circle. Use a compass or any circular object that is 3 inches in diameter to mark the circle. Repeat with the second piece of plywood.
Cut out the circles using a jigsaw or a 3-inch drill bit designed to cut holes.
Put a piece of plywood on top of a frame and screw it to the frame using a screwdriver and 1 1/2-inch decking screws. Repeat with the second frame.
Seal all sides of the assembled holey boards with polyurethane or any sealer intended for outdoor use and let them dry.
Screw an eye hook into one short side of each frame.
Knot one end of the remaining 12-foot length of rope to each eye hook. This will keep the holey boards at the correct distance when set up.
Use the six washers to play the game.
