Capture Copy Cat
The cheat for defeating Copy Cat involves walking over the copies she makes of herself. She makes a few of them and hides them in different spots in the bank. A smoke grenade dropped by her will take away your ability to breathe, so you have to be fast. By walking over each copy, they will disappear. An elevator on the far right of the screen will take you up a level to get to copies there. Once you get to the final copy of Copy Cat and make it disappear, she will be captured.
Capture Sir Rebral
When you face the villain, Sir Rebral, at City Park, it will be dangerous because he is making rocks fly after you so they will hit you. You can avoid them by jumping but that won't stop them from following you. You need to get behind Sir Rebral so that the rocks hit him as they come after you. When you do this, he gets mad and starts making rocks come up from the ground and one of these is light gray. You need to find that rock. You will be able to push it and when you push it on top of one of the areas where the ground has opened up, it will fly up and strike Sir Rebral, This will knock him down and you'll be able to put him in handcuffs.
Capture Jetty Betty
To capture Jetty Betty, you need to answer the phone ringing in the phone booth which is located in the main area. If you do this, you'll gain the power of flight. Go downtown and use your new-found power to get to the top of an antenna on the skyscraper. Betty Jetty will be there and, after taunting you, she'll fly off. Fly after her and don't let any of the energy balls she fires at you hit you. Everyone that misses you enables you to get closer to her. Just move entirely off screen when they come at you and you'll avoid them all. After you get close enough, Ned Noodlehead will show up and help you capture her.
Capture Speeding Spike
For Speeding Spike's capture, you need to go to Main Street and, once there, move right until you reach the subway. After clicking on the steps leading into the subway you''ll be able to go down there and talk to police who need your help catching the villain. Board the train and move to the right until you see Speeding Spike who will be carrying a money bag. Whenever he tries to hit you with the bag, just jump over him and you'll avoid his attacks. He'll move through other cars but, the more he misses you, the more tired he will get, and finally this will cause him to sit down on the floor. When he is this tired, you can put the handcuffs on him.
