Cut the PVC piping using a hand saw. Cut at five inch intervals, until you have 10 pieces of PVC pipe that are each five inches tall.
Sand down a piece of six-foot-by-six-foot plywood board, removing any rough patches or splinters. A building supply store can cut the board to your specifications at no extra cost.
Glue the 10 PVC pipe pieces to the front of the board using a hot glue gun. Attach the pipe pieces all over the board so they are equidistant from one another.
Write number values onto the wood board under each piece of pipe, using a permanent marker. Write numbers like "10," "15," "20" and "25," which will let players know how many points they've earned for each goal.
Set the board on the ground outside to play, and have players stand 10 feet from the board and take turns tossing beanbags into the goals. Take care to record each player's points as play progresses.
