Cut PVC pipe with a saw to the following measurements; 14 2-foot pieces and 16 1-foot pieces. Paint three 2-foot pieces in three different colors, one color for each pipe. Paint the rest of the pipes a different color.
Place a 1/2-inch PVC T-joint on the ground. Connect a 2-foot piece of PVC to one side; on the other connect a 1-foot piece of PVC pipe. Repeat with another T-joint. Attach corner joints to all four ends. Fit a 2-foot piece of PVC pipe between the two corner joints on each side.
Insert a 1-foot piece of PVC pipe into the top of each T-joint. Add another T-joint on each pipe. Insert a 2-foot piece of PVC between the two T-joints to create a ladder rung. Insert another 1-foot piece of PVC pipe into the top of each T-joint. Add another T-joint on each pipe. Insert a 2-foot piece of PVC between the two T-joints to create a second ladder rung. Insert another 1-foot piece of PVC pipe into the top of each T-joint. Cover the tops with corner joints. Insert a 2-foot piece of PVC pipe between the two.
Repeat step 3 for the second set-up. You will use seven 2-foot pieces and 8 1-foot pieces of PVC pipe to make each ladder set-up.
Drill a 1/4-inch hole through 12 tennis balls. Fill the inside of the hole with hot glue. Poke one end of a 20-inch shoelace through one tennis ball and the other end through a second tennis ball. Pull the shoelace two inches past the hole and tie the ends in a knot. Let dry. Repeat for six toss horseshoes.
