With your saw, cut the 7-foot-long plank into a 32-inch-long piece, two 24-inch-long pieces and one 4-inch-long piece.
Position the two 24-inch-long pieces parallel to each other with their outer edges 15 inches apart, and place the 32-inch-long piece in the center of the two pieces, so that one end of the center piece is in line with the ends of the 24-inch-long pieces, and the other extends 8 inches beyond the other end of the 24-inch-long pieces.
Place the 15-by-10-inch plank atop the three pieces, flush with the outer edges of the 24-inch pieces, and centered along their 24-inch length, and secure in place with screws. Be sure to screw the plank to all three wood pieces.
Saw a 1-inch-deep notch into the remaining 4-inch-long piece. The notch will run through the 1-inch thickness of the piece, along the 2-inch width.
Secure the plastic tab in the notch so that it extends out 3 inches from the wood piece. This tab will be the arrow for the wheel, and can be made from any plastic food storage container or bottle with a large enough flat surface.
Glue the 4-inch-long piece to the portion of the 32-inch-long piece that extends beyond the 24-inch-long pieces. The tab should be at the top of the 4-inch piece, so that it will extend over the wheel.
Tie the string around the pencil, and mark off a point on the string 17 1/2 inches from the pencil.
Press the marked point on the pencil down in the center of the plywood, and swing the pencil around the pivot point while keeping the string tight to make a circle with a 35-inch diameter, then cut out the circle.
Plot out the slices of the wheel using the protractor, ruler and pencil. If you want each slice to be equal, simply divide 360 by your desired number of slices, and create wedges with an interior angle equal to that number.
Drill 1/4-inch diameter holes for the wheel's pegs 1/2 inch in from the edge of the wheel. Place a single peg at the border where zones touch, or use more pegs, spread evenly around the exterior of the wheel, with multiple pegs in each zone.
Paint the wheel and pegs as desired.
Insert the pegs into the holes in the wheel.
Place the wheel over the 10-by-15-inch plank on the base, and drill a 1/2-inch diameter hole through the center of the wheel into the center of the plank.
Place two washers over the hole in the plank, place the wheel over the washers so the holes align, and two more washers atop the wheel, and secure in place with a bolt. The washers will allow the wheel to spin without unscrewing the bolt.
