Wet several towels thoroughly with water. Wring them out so they are damp, but not sopping wet. Wetting the towels will make them softer and less abrasive to the sensitive surface of water balloons.
Take one of the wet towels and lay it down in the bottom of a laundry basket. Drape towels over the sides of your laundry basket to provide cushioning.
Fill your water balloon slowly and do not overfill it. Leave 2 inches at the nozzle to tie off the balloon without popping it. Let some water out if you have overfilled the balloon. Tie off the balloon and run it under water for a second so the surface is slippery and won't snag.
Gently lay your water balloon down in the bottom of the laundry basket in one corner. Continue filling each of your water balloons. Lay them down side by side in one layer. Start a new layer atop the first one once you have completed the first layer. Continue the process until you've filled all the water balloons you need.
