Lay a thick plastic tarp on a solid surface, such as your driveway. The tarp should be bigger than the size of a rubber tire. Place a rubber tire flat on top of the tarp.
Mix a bag of cement with water according to the directions on the bag. Pour the cement into the opening in the tire. Use a trowel to push the cement into the cavity around the inside of the tire, making sure the tire is totally filled.
Stick a 10-foot-long pipe into the center of the cement 20 minutes after you pour the cement into the tire. Stand the pipe perfectly straight. Let the cement cure for 24 hours.
Drill a hole through the pipe, as close to the top as possible. The hole should be drilled to the diameter of the eye bolt. Insert the eye bolt into the hole and screw it in place with your hand.
Attach the loose end of a tetherball string to the eyebolt in the pipe. Knot the string securely so it doesn’t come loose during play.
Peel off the tarp from the underside of the stand. Move the tetherball stand to the desired location.
