Form five small paper balls out of colorful scrap paper. Try using magazine advertisements, cardstock left over from craft projects or tissue, crepe or wrapping paper. Roll the balls on a flat surface beneath the palm of your hand to smooth the edges and condense them to about half the size of ping-pong balls.
Trim construction paper or cardstock into 2-inch strips. Use several different colors so you can assign each one a point value.
Bring the ends of each strip in to form a circle and tape or glue the ends to secure the shape. Create one "cup" that's about 5-inches across, 4 additional circles that are about 4-inches across, another four that are about 3-inches across and four more circles that are only slightly larger than the balls you've created. Use a different color of cardstock for each size.
Arrange the targets in a "plus" sign formation on a table or the floor with the largest in the center and the others radiating out from the center. Assign point values to each target. Design a more deluxe game board by affixing the targets to a piece of poster board with tape and leaning it against the wall at a slight angle.
Launch the paper balls either with a paper clip or with a plastic spoon. Adjust your distance from the target to change the difficulty of the game. After each player shoots the five balls, calculate the scores to determine the winner.
