Measure and cut the wood if necessary to the appropriate size with the saw.
Arrange the two-by-fours in a square frame, and screw them together with the 3-inch wood screws.
Screw the 16--inch square of plywood to the wooden frame with the 1 3/4-inch wood screws.
Connect the L brackets to the PVC. Use a pencil to mark the drill spots on the PVC by measuring with the brackets, and then drill the holes. Attach the L brackets with #8 3/4-inch nuts and bolts.
Screw the L brackets onto the plywood in the center of the square.
Cut a hole in the center of the 13-inch square piece of carpet to fit the PVC.
Place the carpet inside the frame. Staple the carpet to the plywood.
Paint the washers. Each set consists of three washers, so paint three one color, such as red, and three another color, such as blue. This helps players keep track of score and identify which team threw which washer. Let the paint dry overnight.
Play the game. The two players stand fourteen feet from the box and take turns tossing their washers. Washers that land in the PVC center pipe are worth 3 points while washers that land inside the box but outside the PVC pipe are worth 1 point. The first player or team to 21 wins.

Build the interior frame. The interior frame consists of three sections which will have holes for catching washers. Screw three 7-inch boards together forming three sides of a square and attach them to a 14 1/2-inch board, making sure the square is evenly in the middle, 4 1/2 inches on each side. Repeat for the second board.
Connect the interior frame to the exterior frame. The exterior frame consists of two 48-inch boards and two 14 1/2-inch boards, attached with screws. Screw the interior frame into the exterior frame; each segment of the interior frame should be spaced 12 inches apart. Repeat for the second board.
Cut three holes into the top plywood pieces with a jig saw or a 4-inch hole saw. The holes, which will go over the squares in the interior frame. Starting at the end, the center of the last hole should be eight inches in, with the center of the next two holes 12 inches from the center of the last hole. Repeat for the second board.
Screw the top plywood piece onto the frames. Make sure the holes line up with the interior frames. Repeat for the second board.
Coat the two game boards with two to three coats of polyurethane. Dry overnight.
Screw an eyehook into the top center of each board, on the side farthest from the three holes. Tie an end of the rope into each eyehook. When fully extended, this gives the correct spacing between boards for game play.
