In the fourth edition of Dungeons and Dragons, each ability score generates a modifier that is used to calculate "to hit" and damage bonuses in combat, as well as skill scores and powers' effects. Strength is used in skills like Athletics, powers like "Holy Strike" and basic melee attacks. If you've made a character in the online character builder program, your strength modifier will have been calculated for you and should appear in a box to the right of your strength stat. If you've made the character by hand, you'll have to calculate your modifiers.

Add the bonuses you get from any magical items to your strength score.

Divide your strength score (with item bonuses) by two and round down.

Subtract five from the result of Step 2 and round down. For example, if the character has a strength of 18, then you would subtract 5 from 9, giving you 4. This is your base modifier.

Divide the character's level by 2 and add that to the modifier. Again, round down if the character's level is odd.
