Separate all of the beads, feathers, sequins and ribbons by color, such as pink, purple, yellow and orange---or whatever colors you prefer. Set one pair of shoes and one dress or white T-shirt by each of the color piles. One dress and one pair of shoes will share one color.
Stuff newspaper inside one pair of shoes. This will ensure the decorations do not get into the interior of the shoes. Squirt craft adhesive on the surface of the shoe in a random pattern. Use your finger or a cotton swab to spread the glue into a thin layer. Sprinkle the glitter onto the glue and shake off any excess. Set the pair of shoes back by its color pile and allow the glitter to dry. Take another pair of shoes and repeat the process.
Make sure the glitter is completely dry. Grab one pair of shoes and its color pile. Place small drops of glue on the surface of the shoes. Add beads on the glue drops, one at a time. Do the same for sequins. Continue adding the beads and sequins until you feel there is enough on each shoe. Set the shoes aside and allow the beads and sequins to dry. Take another pair of shoes and repeat the process with that color.
Tie lengths of ribbon---two for each color---into small bows. Glue the bows onto each of the shoes, matching the color. Glue feathers around the openings of each of the shoes. Allow everything to dry thoroughly.
Iron each of the dresses to ensure the surface is wrinkle-free. Place the dresses on a flat surface. Use fabric adhesive to attach the feathers, sequins and glitter. Refrain from using beads on the dresses, as beads are heavy and may not stay attached. Make sure you only use one color per dress. Set the dresses aside and allow them to dry completely. Create a belt for the dress out of a feather boa or scarf with the matching color.
