Cover the ball with paper mache, creating a distinct and pointy tip somewhere on the ball. Overall, the ball should resemble a Hershey chocolate kiss or a Moorish dome, the latter shape of which is frequently better known as the top of a mosque. The surface, outside of the point at the top, should be as smooth as possible. The tip itself, at the very top, should be no wider than roughly 1/20 inch the diameter of the ball and no longer than 1/5 inch the diameter of the ball.
Paint the entire ball with blue paint, leaving no spots uncovered (including the tip). Use at least three coats of paint until the ball's color is a radiant bright blue. Let the paint dry overnight.
Paint a red smile on the ball. With the point of the ball facing straight up, the smile should be painted beneath the midpoint area between the point and the base (e.g. on a ball that is 10 inches in diameter from point-to-base, roughly 3.5 inches from the base). The smile should arc slightly upwards on both sides, with neither end passing the midpoint between the point and base.
Outline the smile in black paint using either the corner of the paint brush or a thinner/stiffer paint brush altogether. The black line surrounding the red mouth should be no thicker than 1/10 the width of the mouth.
Paint round circles for the eyes and outline them in black. Both eyes should be above the midpoint between the point and base of the ball and fit within the length of the mouth. Add big black pupils and bright white surrounding irises coloring the inside of the eyes.
