Measure the size of your layout so you know how much plaster cloth you need to cover the entire layout. Leave space to overlap each strip by about 1/2 inch.
Lay out the plaster cloth while it is wet or dry. If it is wet, smooth it out after you lay it down. If you lay it down dry, spray it with water and then smooth it out. This is the time when you can create terrain, such as small hills and dips in the ground.
Allow the plaster cloth to dry completely before moving on to the next step.
Decide where you want to run streets through your railroad. Mix up regular plaster and use the paint scraper to form the roads. Allow it to dry before painting.
Mix glue with a little water -- just enough to thin it out a little. Apply the glue to a small area at a time. Sprinkle that area with ground cover to create areas of grass, dirt and sand. Ground cover powder can be purchased from a hobby store or made yourself from dried plants and herbs. Real dirt and sand can be used if the particles are small enough.
Add other objects to your layout to create a more realistic look. Rocks, model trees and sticks from your yard can create the illusion of a smaller version of a real working railroad. The placement of these items is based on your own personal preferences.
