Check the local laws to ensure that chumming is legal. Find out what type of bait is acceptable to avoid accruing fines or legal trouble.
Remove the lid from an empty coffee can and set aside. Wash out the can with soapy water. Rinse the can and dry with a cloth. Punch 18 to 24 holes randomly around the side of the can using an awl and hammer.
Chop up minnows into 1/2-inch pieces with a knife, until you have roughly 3 cups worth. Place the chopped minnows in the can. Chop up 2 cups worth of wax worms. Place the chopped wax worms in the can with the minnow bits.
Place the lid back on the can, and place the can inside an empty onion bag. Wrap one end of a rope around the opening of the bag to close it. Tie the rope in a knot to secure it around the bag.
Throw the chum bag into the water. Lower the chum bag in the water to a depth of 15 feet. Tie the rope off on the side of your boat to secure.
Tug on the rope a few times to shake up the chum inside the can and cause it to flow out of the holes. Tug on the rope every 15 minutes or so to ensure the spreading of the chum. Stop tugging on the rope once you begin to get bites.
