Measure a piece of angle iron to 12 inches using the tape measure. Cut two pieces to this length with the chop saw.
Make a mark on one side of the angle iron every 3 inches with the felt-tip marker. Drill a 1/4-inch hole into each piece of angle iron with the drill press.
Place the pieces of angle iron together, and align the holes. Insert a 1/4-inch bolt into each hole, and tighten a nut using a socket wrench.
Measure 4 inches from each end of the angle iron, and make a mark. Drill a 1/8-inch hole through each side of the angle iron.
Run a bolt through one hole and through a metal pulley. Tighten a bolt onto the end of the bolt. Repeat this step with the other hole.
Position the center of the angle iron over the post bracket. Drill a hole through the post bracket and the angle iron. Secure the pieces together with a bolt and nut.
Measure 1-inch down from the top of the post bracket. Drill a hole into both sides of the post bracket.
Secure a metal pulley to the post bracket with a bolt and nut. Attach a handle onto the bolt. Apply an epoxy onto the bolt to keep the pulley secure. Allow four hours for the epoxy to dry.
