Cut a thin, 1/8-inch wide, 1/8-inch deep wedge out of the length of a wine bottle cork with a sharp utility knife. Keep the piece you cut out intact by cutting it out carefully and set it off to the side.
Place the side of a hook into the wedge, with the hooked end extending out near the bottom of the side of the cork. Run a line of epoxy glue along the inside of the wedge piece you removed from the cork and press it against the hook in the cork to glue it back into place. Wait 24 hours for the epoxy adhesive to dry thoroughly.
Wrap the lead wire around the bottom end of the cork to add weight. Place the end of a fake, brightly-colored feather where you are wrapping the wire. Wrap the wire over the feather to hold it in place and to create a tail for the lure. Dab some epoxy adhesive to the end and around the edges of the wrapped wire to ensure it stays in place.
Glue two more ends of artificial feathers to either side of the cord near the top with epoxy adhesive to add more color and movement when the lure is in the water. Wait 24 hours for the adhesive to dry before using the lure.
