Set two 23-inch boards on edge and parallel, and space them 20 inches apart. Set the 20-inch boards between them at right angles on edge, and space them so they're flush with the ends of the 23-inch boards. Screw through the 23-inch boards and into the ends of the 20-inch boards so you have a square frame. Use eight screws for this process and repeat this step so you have two square frames.
Lay one of the frames flat and set a 4-by-4-inch board at a perpendicular angle inside each corner. Screw the frame to the boards using two screws for each board. Lift the second frame over and around the 4-by-4-inch boards so it is parallel with the first frame and 20 inches away from it. This is the frame to your drill press stand. Turn it upright.
Screw the 23-inch plywood to the top frame so its edges are flush with the sides of the frame. This is the top to your drill press stand, and the base of the drill press will be mounted to it.
Set your drill press on top of the stand, and center it using your tape measure so its base is an equal distance from all the edges of the plywood. Drill a hole in the plywood that is the size of the holes on the drill press base. Use the holes on the base as a guide. Bolt the base to the stand using your bolts and wrench.
