Measure the Balsa wood to 6-inch pieces with the tape measure. Cut two strips to a size of 2 inches by 6 inches with the utility knife. Measure and cut two strips to a size of 2 inches by 4 inches.
Cut one piece from the Balsa wood that measures 4 inches by 6 inches. Cut four 1-inch circles to use as the wheels. Drill a 1/8-inch hole in the middle of the circles with the power drill.
Sand the cut edges of the Balsa wood smooth with the sandpaper. Place a bead of wood glue on an edge of each short piece that cut in step 1. Place the pieces together to form a rectangle shape. Allow the glue to dry for at least two hours.
Place a bead of glue around the top of the box shape. Place the 4-inch by 6-inch cut piece on top of the box. This will be the bottom of the horse cart.
Apply two beads of wood glue to the bottom of the horse cart and affix the straws. You will use these for the axles. Allow the glue to dry for at least four hours.
Insert the wood dowels into the straws. Insert the wood circles onto the ends of the dowels to complete the wheels.
