Blow up a long balloon halfway and tie a knot in the end. You don't want too much air in the balloon; this leaves room for all the twists.
Twist one 1/2-inch bubble near the knotted end of the balloon. Make two more 1/2-inch bubbles farther away from the knot. Wrap the knotted end of the balloon around the base of the third bubble to make a triangular shape.
Make four more 1/2-inch bubbles. Skip one bubble, then tie the other three into a triangle shape, just as you did at the end of the balloon. Twist the new triangle around the bubble that you skipped to make a pinch twist. Repeat this process three more times for a total of five triangular shapes.
Wrap the last skipped bubble around the base of the first triangle to make a star shape.
Push some air to the loose tip of the balloon. Twist the balloon to make a small bubble in the end of the balloon. Pop this bubble. Allow any excess air from the balloon not attached to the star to escape from the balloon. Tuck the loose end of the balloon into the star shape to hide it.
