Open the program you are going to use and create a new blank file. Determine if your page will be displayed as a vertical or horizontal image. When the blank file appears in the program, click the "Tools" tab in the navigation bar and select "Grid" from the drop-down menu. This grid will help in keeping the pictures straight, evenly spaced and the same size.
Click "File" in the navigation bar and select "Place" from the drop-down menu. Navigate to the folder of images you want to add to the page. Click on the first file to highlight it and select "OK"; the image will appear full size on the page.
Click and hold the image and reposition it to the upper left corner of your blank page. Select the amount of white space you want to leave from the top and side as a border and release the picture when you reach that position. Click on the bottom right corner of the picture and drag your cursor towards the middle of the image to shrink the size of the picture. Determine the number of small boxes in the grid you want to use for each picture. Release the image when the picture reaches the size you want to use.
Repeat this step for each picture you want to add to the blank page. Click "File," select "Save As," give your thumbnail page a new title and save it to your computer's hard drive.
