Take a Q-tip or your finger and smear Vaseline around the edge of your camera's lens. This technique will soften everything around the edge of the image, so the wider a smear you use, the more foggy effect. You can also vary the thickness to get different effects. Keep the subject in the center to prevent blurring.
Use dry ice or smoke machines to create foggy effects when taking pictures. You can often rent these quite inexpensively. Sometimes if you are doing close-ups, you won't need much, but for wider shots you may have to set up a couple of small fans and spend a little time getting the fog machines producing as you hope.
Use a graphics software program to create fog by various techniques. You may have to download additional brushes, such as the "Tranquility fog brushes" to get the results you want. Upload your image and experiment with adding layers of fog or contrast and blur just the edges after adding the clouds stylization. Because graphics programs vary, spend a little time with the tutorials to find just the right effect you want.
