Select the picture you want to create a 3-D version of and print two additional copies of it. One copy is the base of the picture. You'll use the second copy to cut smaller sections out of the picture.
Identify two or three parts of the picture that you want to raise so they appear to be 3-D. Place the second copy of the picture on a cutting board and use a craft utility knife to cut out those portions of the picture. Take the third copy of the picture and cut out the same sections again but cut a slightly smaller part of the same area.
Cut small pieces of the foam tape and apply them to the back of the first cutout section of the picture. Place the cutout section over the exact same part of the picture on the base image. Repeat this for the other parts of the picture you cut out from the second copy.
Cut more foam tape and apply it to the back of the smaller sections you cut out of the third copy, position these over the larger cutouts and press into place. You now have a picture that has raised sections of the picture, giving it a 3-D appearance. By cutting the two sections to be slightly smaller and using the foam tape to raise these sections up off of the base photo, the image now has depth and height compared to a normal photo.
