Purchase 1/2 yard of fleece at a fabric store to make the background scarf. Purchase different colors of felt squares to decorate the scarf and 1/4 yard of fusible interfacing to iron the felt to the scarf.
Find or create a paper template with shapes of your choosing. The template you select will be used to cut small patterns out of felt squares.
Cut out the paper shapes with a sharp pair of scissors. You may choose to use a shape more than once to decorate the scarf, but it is only necessary to cut one of each shape out of paper for the pattern.
Lay out the paper shapes on top of the pieces of felt and use sewing pins to attach the edges of the shapes to the felt.
Keeping the paper shapes attached to the felt, cut out the fabric with a sharp pair of scissors. Cut as closely as possible to the edge of the pattern pieces, following points and curves accurately.
Remove the sewing pins and place them in a sewing pin box or pin cushion. Separate the pattern pieces from the fabric.
Cut out double-sided fusible interfacing in shapes that match the felt cutouts that will be placed on the scarf. You can use the same paper patterns on the interfacing that you used on the felt to guide your cutting.
Place the felt pieces onto the scarf with the double-sided fusible interfacing sandwiched between the felt pieces and the scarf.
Iron the felt pieces to the scarf. Place a thin towel between the iron and the felt to keep the iron from sticking to the surface of the felt.
Test if both sides of the fusible interfacing have heated enough to fully secure the felt pieces to the scarf by pulling up gently on the edges of the pieces after they have cooled. Iron again if necessary to activate the glue in the double-sided interfacing.
Finish the edges of the scarf by using sharp scissors to cut fringes measuring 2 inches long and 1/2 inch wide on each end of the scarf.
