Determine what length of cape you need by measuring from the neck to the waist of the wearer. You may want a slightly longer or shorter cape depending on how it will be used. Measure the wearer's neck as well.
Measure a square piece of fabric whose sides are twice as long as the cape's length plus 3 inches. Depending on the length of the cape, you may need to sew together two pieces of fabric to make a square of the necessary size.
Fold the square in half from side to side and then again from top to bottom. Pin around the edges of this new square.
Divide the wearer's neck measurement by 3.14 and then again by 2 to determine the radius of the neck opening. At the folded corner of the fabric, measure out the length of the radius and use it to mark an arc across this corner.
Measure and mark another arc on the opposite corner of the square, parallel to the neck arc. The distance between the small neck arc and the second, larger arc should be equal to the desired length of the cape. For example, if you want your cape to be 24 inches long, the distance between the arcs should also be 24 inches
Cut along both drawn arcs and through one folded edge of the fabric.
Measure and cut a length of single-fold bias tape equal to the length of the neck opening plus 1 inch. Open the bias tape and sew to the neckline. Fold the excess bias tape toward the wrong side of the cape and sew in place.
Cut 2 pieces of ribbon and sew one to each side of the cape neckline.
Cut jagged or straight lines along the bottom of the cape. Cut holes in the cape body.
