Measure the waist of the person for whom you are making the tutu. Multiply that measurement by three. This is the width of your tutu and the lining. Measure the person̵7;s length from her waist to her mid thigh. This is the length of the tutu.
Cut out four to six pieces of tulle with the width and length measurements taken in Step 1, using scissors. Cut out one piece of lining with those measurements, except cut the lining about 2 to 3 inches shorter than the tulle in length. Cut out a strip of lining 3 inches thick and as long as the width measurement of the tulle and lining. This is the waistband.
Fold over the edge of the lining twice to sandwich it between the fabric. Iron it flat. Sew the hem onto the lining with a straight stitch and a ¼-inch seam allowance.
Pin the tulle on top of the lining, ensuring the hem of the lining is at the bottom of the tulle. Stitch the tulle to the lining with a zig zag stitch and a ½-inch seam allowance.
Pin the sides of the lining together and sew it up with a zig zag stitch. Pin each layer of tulle to the corresponding layer and sew them up each separately with a zig zag stitch.
Fold the waistband in half width wise and iron it flat. Fold the unfinished edges of the lining under by ¼ inch and iron flat. Pin the waistband to the tutu. Make sure all the unfinished edges are pinned down. Sew the waistband to the tutu with a straight stitch.
Cut a length of elastic about 1 inch thick and long enough that it fits perfectly around the person̵7;s waist. Insert the elastic into the tunnel created by the waistband and pull it out the other side. Sew the elastic to itself with a zig zag stitch. Stitch up the waistband with a zig zag stitch on the inside of the tutu so no seams show.
