Cut the fabric into three pieces. You will need one 27 inch piece, one 9 inch piece and one 2 inch strip. If necessary, trim the selvage so that all pieces are the same width. Iron both of the smaller pieces with creases in the middle horizontally. You do not have to worry about which way they are folded, since damask fabric is reversible.
Open the 9-inch fabric strip, and place it with the outside of the crease against the table. Lay the large fabric piece on top of it, lining up the edges of the two fabrics. Stack the still-folded smallest strip atop the other two, and line up all of the edges.
Starting from the opposite end of the fabric from the stack, roll the large piece of fabric until you can see the crease in the unfolded 9-inch fabric strip. Fold the 9-inch piece around the fabric roll at the crease. Line up the end of this fabric with the top edges and pin into place.
Sew a 1/4-inch seam along the stacked edge. If you have completed Steps 1 through 3 correctly, this should include the top of the 9-inch piece, the top of the 27-inch piece, both ends of the 2-inch piece and the bottom of the 9-inch piece in that order. Pull the rolled up 27-inch fabric out of the pocket created by sewing the folded 9-inch fabric. This will turn the pillow cover right side out.
Flip the cover over, and fold it in half so that each piece of fabric lines up with its other end. Pin into place. Sew a 1/4-inch seam down the side of the pillow cover. Turn the pillow cover right side out.
