Measure around your waist. Add 2-1/2 inches to the measurement for seam allowance.
Divide the waistline measurement in half to determine the width measurement at the waistline for what will be the front and back panels of the skirt. Draw a waistline for each panel on the underside of the vinyl in pen.
Measure from your waistline to your ankles. Add 2 inches to the length for seam allowance.
Measure the length down from the ends of the drawn-on waistline sections on the underside of the vinyl. Draw a small line to show the length on each end of each skirt panel. Measure 1 inch out from the length lines and mark the measurements with small dots.
Measure from the waistline down to the top of the shins just under the knees. Measure this length down from the ends of the drawn waistline sections on the underside of the vinyl fabric. Draw an "X" to mark the length on the end of each panel.
Draw straight lines from the ends of the waistline to the corresponding "X" marks below.
Draw a line coming down at a 60-degree angle from each "X" to the corresponding dot on the end of each panel. Cut out the front and back skirt panels.
Machine-stitch the side seams together. Lay the facing tape on the skirt at the waistline. Machine-stitch the facing and turn the top edge of the skirt under. Under-stitch the facing.
Fold the bottom edge of the fabric over 1 inch; then fold it over another inch and sew the folds in place.
