Draw an outline of the sole of the shoe on your 8 1/2-by-11 inch sheet of paper. Draw the sole in the bottom left quadrant of the paper to leave enough room for the other sections of the shoe. The sole should be an oval shape. It should be about 5 1/2 inches long and 3 inches wide.
Draw an outline of the heel on the same sheet of paper. This should be a rectangular shape, approximately 6-by-4 inches. The heel section of the shoe will be bunched around the elastic before being sewn onto the shoe, therefore you will need extra material for this section. Draw the top outline as well. This should be a half circle shape, slightly less than half of the length of the sole.
Cut out the paper sections. These will be your templates. Lay your fabric out flat on a hard surface. Pick one of the paper sections, and then pin it to your fabric. Cut out the section of fabric. Repeat this process of pinning and cutting for each section of the shoe. For each shoe, you will need one sole piece, one top piece and one heel piece.
Sew the top section to the sole section, inside out, along the edges. Set these pieces aside when complete.
Cut approximately 9 inches of elastic. Take your heel section and fold the top hem down over the elastic. Make one stitch in the center. Bunch up the fabric along the bottom of the elastic as you sew the edge, securing the elastic in place. This will give some stretch to the bootie.
Position the heel section so that it is centered on the back of the shoe section. Sew along the bottom, attaching the heel to the sole. Sew the elastic into the inside edge of the shoe.
Cut a strip of cloth, about 2 inches long and 1 inch wide, to function as the ankle strap. Fold about 1/4 inch of fabric under and sew a small hem along each side. Sew the left end of the strip to the left side of the ankle and the right end to the right side.
Sew one button onto the left side of the ankle strap and another button onto the right side of the ankle strap. This completes one shoe. Repeat all of the steps above to sew a second shoe.
