Take your measurements. Measure the circumference of your waist. Call this measurement A. Measure from your waist to your knee. Call this measurement B. Multiply measurement A by 1.5. Divide this number in half and call it measurement A1. Add 2 inches to measurement B. Call this measurement B1.
Divide measurement A1 by 2. Cut two pieces of knit fabric that measure this width by B1 height.
Position the two pieces of knit fabric together with the right sides facing, and sew the two side, or B1 length, seams, using a straight stitch on your sewing machine positioned 1/2 inch in from the cut edge of the fabric. Go back over the edges with a zigzag stitch to secure the seams.
Cut two rectangles of tulle and sew them together the same way you did with the knit fabric, and to the same dimensions. Turn the tulle fabric tube right side out.
Fold over the top edge of the knit fabric tube by 1 1/2 inches, folding toward the outside as the fabric is currently positioned. Fold the tulle fabric under by 1 1/2 inches on the top edge, folding toward the inside. Place the knit tube inside the tulle tube.
Sew a seam along the top perimeter of the fabric pieces, going through all layers right up next to the edge of the fabric where it is folded. Make another seam going around this top edge, 1 1/4 inches down from the first seam. This will attach the tulle and the lining of the skirt together.
Use your scissors or a seam ripper to gently cut open one side seam of the skirt, going through just the inner lining fabric, between the top two seams on one side.
Cut a length of 1-inch-wide elastic that measures A inches long. Attach a safety pin to one short end of this elastic, and thread it into the skirt's waistband through the hole you cut in Step 7. Thread the elastic all the way through the waistband, then pull the two ends of the elastic out through the hole and overlap them slightly. Sew them together with a zigzag stitch and tuck them back inside the waistband.
